Manuel Ulloa Elías was a Peruvian lawyer and politician. From a traditional family, he became involved with transnational corporations and built a personal fortune. He was, along with Pedro G. Beltrán and Jorge Bravo Bresani, one of those who made important contributions to economic thought in Peru.
